Addressing Teacher Turnover in Small Island Developing States: A Critical Review of Retention Challenges and Policy Responses in the Maldives
Teacher turnover remains a significant and pressing issue that is of great concern to a multitude of Small
Island Developing States (SIDS), wherein the combination of restricted resources, the pervasive sense of professional isolation experienced by educators, and various logistical constraints collectively contribute to the challenges that impede the effective retention of qualified and competent educators within the educational system. The Maldives, which is distinguished by its intricately fragmented geographical features and its reliance on the expertise of educators from both domestic and international origins, exemplifies a case that is particularly critical and warrants thorough examination within the context of educational systems and their sustainability. This manuscript investigates the essential components impacting educator turnover within the context of the Maldives by employing national policy documents, publications from the Ministry of Education, and international academic literature. The analysis elucidates the difficulties encountered by teachers in remote islands, delineates deficiencies in current retention strategies, and examines the ramifications for the educational quality. Furthermore, it proffers specific recommendations to bolster educator retention strategies in SIDS, encompassing enhanced support systems, incentive frameworks, and contextually attuned reforms tailored to geographically secluded settings. These findings aim to inform policy development in similarly situated island nations striving for a sustainable teaching workforce.
